Civil construction estimating software for heavy civil bids

Civil construction estimating software prices heavy civil and infrastructure work item by item: each pay item or bill of quantities (BOQ) line is built from crews, equipment, materials, subcontractor quotes and production rates, then closed out with markup and bid unbalancing. The established systems are HCSS HeavyBid, Trimble B2W Estimate and InEight Estimate123, with RIB Candy built around the bill of quantities4. None of them publish prices; all are quoted1234, and quantities usually come from a separate takeoff tool.

What a civil takeoff measures

ItemUnitWhat to watch
Pay itemsOwner's unit (CY, SY, LF, TON, EA, LS)On unit price work the owner sets the items and quantities. Your job is the cost per unit, but check the bid quantities against the plans for errors you can price.
Earthwork and gradingCYExcavation, embankment, borrow and waste, usually from a 3D takeoff. Quantities by area and phase help schedule equipment.
Pipe and drainageLF by size, structures EACulverts, storm sewer, water and sanitary mains by size and depth class, plus headwalls, inlets and manholes.
Paving and baseSY and TONAsphalt and concrete pavement, base courses and milling. Tonnage follows thickness and mix.
StructuresCY concrete, LB or TON reinforcing, LF pilingBridges, box culverts and walls are usually estimated as their own sections with crews for forming, placing and finishing.
Traffic control and indirectsLS, days, monthsMaintenance of traffic, mobilization, field office, supervision and equipment moves. These are time-based, so they follow the schedule, not the quantities.

How a civil estimate is built

  1. Load the bid form or BOQ into the estimate so every pay item has a line, and set up the job's labor rates, equipment rates and material prices.
  2. Check the owner's quantities against your own takeoff for the big items, and note where they differ: those differences drive unbalancing and risk.
  3. Build each item from crews and equipment with production rates, plus permanent materials and supplies, so cost per unit comes from how the work will actually be done.
  4. Collect and compare subcontractor and supplier quotes item by item, and plug the chosen numbers into the estimate.
  5. Add indirect costs and time-based items from a rough schedule: supervision, traffic control, mobilization, field facilities and equipment standby.
  6. Close the bid: review cost per unit against history, apply markup, balance or unbalance within the owner's rules, and print the bid form.

What to look for in civil software

Resource-based costing

Civil work is priced by crew and equipment time, not by a flat cost per unit. The estimating system should build each item from labor, equipment, materials and subs with production rates you control.

Central cost database

Labor rates, equipment rates and material prices change. A shared database that updates every estimate keeps estimators from bidding last year's numbers.

Quote comparison and bid closing

Sub and supplier quotes arrive at the last minute. Good civil estimating software lays them side by side by item and lets you adjust markup and balance the bid quickly.

Connection to takeoff and operations

Quantities come from takeoff tools and the won job goes to the field. Imports from takeoff and exports to scheduling, job costing and accounting save rekeying in both directions.

BOQ software and estimation software for civil engineering

Outside the US, and on many international and engineering-led projects, the bid is a bill of quantities: a list of measured items prepared by the engineer or quantity surveyor that contractors price line by line. BOQ software holds that list, lets you rate each line from resources, and keeps the rates tied to the program and later to valuations. RIB Candy describes exactly this link between the BOQ, the estimate and the program4.

In US public work the equivalent is the owner's bid form with pay items. HeavyBid, B2W Estimate and InEight Estimate all start from those items123. The difference is mostly vocabulary and measurement rules, not the estimating method, which in both cases is resources times production plus markup.

What is the best software for estimation and costing in civil engineering?

There is no single answer, because civil firms differ in size and in what they self-perform. A self-performing heavy civil contractor bidding unit price work usually shortlists HeavyBid and B2W Estimate. Owners and large capital project contractors that want benchmarking across many projects look at InEight3. BOQ-driven contractors look at Candy. Smaller site contractors often start with a takeoff tool and a spreadsheet and move to a full system when bid volume justifies it.

Ask each vendor to run one of your past bids, with your crews and rates, during the evaluation. That shows how much setup the system needs before it saves time.

Roadway lighting and signal conduit as civil pay items

On highway and street work the electrical scope arrives as pay items like everything else, and one light pole can touch four of them. In TxDOT's 2024 specifications, a roadway illumination assembly is measured as each, while its drilled shaft foundation is paid under Item 416 and its ground boxes under Item 6246. The conduit feeding it is Item 618, measured by the foot and paid as a plans quantity item, so the bid quantity stands unless the plans change7.

The catch for whoever prices conduit is what the foot includes. Item 618 makes trench excavation and backfill subsidiary to the conduit, and calls for warning tape about 10 inches above trenched conduit7. An electrical subcontractor who prices conduit as material and pulling labor only, expecting the prime's dirt crew to dig, has left the trench out of the job. Read the measurement and payment article of every electrical item before quoting it, and settle in writing who drills the shafts.

Most civil primes sub these items to an electrical contractor and carry the quote as a line in their own estimate. The electrical sub builds it the same way as any electrical estimate, from counted assemblies, conduit by size and labor units, then sizes the ducts with a conduit fill check. Fiber and ITS conduit on the same corridor is often a separate pay item that the low voltage side can price.

Where civil takeoffs go wrong

  • Pricing the owner's quantities without checking them. Overruns and underruns on major items change the real job, and a takeoff check is the only way to see them coming.
  • Production rates copied from the last job without adjusting for haul distance, traffic restrictions, work windows or soil conditions.
  • Indirects estimated as a percentage instead of from duration, so a longer schedule does not show up in the price.
  • Subcontractor quotes that exclude items the bid form bundles, such as traffic control, testing or erosion control, leaving gaps between scopes.
  • Mismatched units between the takeoff and the bid form, such as CY measured but TON paid, or SF measured but SY paid.

Trades that bid the same job

A civil bid rarely stands alone. The trades next to it on the schedule read the same drawings and often share scope lines, so it pays to know how they take off too: earthwork takeoff software, sitework estimating software and concrete estimating software.

Where AmpCount fits

AmpCount only counts electrical devices and fixtures, so it does not price civil pay items, crews or BOQ lines, and it is not civil estimating software. The connection is the electrical scope inside civil jobs: roadway and site lighting, traffic signal power and building electrical are usually bid by an electrical subcontractor, who can use AmpCount to count fixtures and devices on the electrical sheets and send a clean quote to the civil prime.

Questions

What software do civil estimators use?

Civil estimators in the US most often use a heavy civil estimating system such as HCSS HeavyBid, Trimble B2W Estimate or InEight Estimate123, paired with a takeoff tool such as AGTEK or InSite for earthwork and utilities58, and Excel for checks and smaller bids.

Is there BOQ software for civil construction?

Yes. RIB Candy is built around the bill of quantities and links it to the estimate and program4. US systems use the owner's pay items in the same way, so any of them can hold a BOQ-style bid.

How much does civil construction estimating software cost?

HeavyBid, B2W Estimate, InEight Estimate and RIB Candy do not publish prices on their sites; all four are quoted1234. Budget for implementation and training, not just licenses.

Do civil estimating systems do takeoff?

Some include takeoff quantities or on-screen takeoff (RIB Candy describes on-screen quantity takeoff, and B2W lists bid and takeoff quantities42), but most heavy civil contractors still use a dedicated 3D takeoff tool for earthwork and utilities.

What is the difference between civil estimating and building estimating software?

Civil estimating is built around pay items, crews, equipment and production rates on unit price bids. Building estimating is usually organized by CSI division and assemblies, with more subcontracted scope. See the construction estimating software guide for the building side.
